I just want to dabble in the art of photo editing, nothing professional. Given that I don't want to buy a program so I'm looking for a free program.
Interested in GIMP but it looks very difficult. Any ideas?

Man up and learn Gimp, the other ones are not any easier.

For free? Gimp.

For "free" photoshop

For photo editing? Or photo manipulation, or what people call "photoshopping?"

This.
Noting that has the abilities of Photoshop/GIMP is easy.  They are exactly as difficult as their abilities.  Easy = limited.

I use several depending on what I need to do.

Paint.net and GIMP are the two I use the most for complicated stuff.

GIMP by far is the most powerful but I personally think the GUI sucks big time - still, it's probably the best-for-free photo editing program out there.

Just watch the youtube tutorials.  Get used to having to google EVERYTHING you want to do.  Gimp is very powerful, but it's one holy hell of a pain in the ass to use.
