I'm in need of a cheap Windows based laptop to run Quicken 2o15 two or three times a week.

What are my options?

$150
Bring your own screen, mouse, keyboard.

Intuit, the maker of Quicken is awful, IMO. Find some other way to manage your cash.

Depends on what options you need.

Do you need an optical drive, blue tooth, wifi or just a simple dumb computer.

I recently bought an ASUS Transformer netbook/tablet with Windows 8.1. Lightly used for $200 shipped on eGay. Works adequately as a tablet, but otherwise a total fucking piece of shit.

I'll sell it to you for $187.87

Dumbest of the dumb. A few Gigs of storage and WiFi is all I'd need.

I purchased a $250 laptop for my mom for christmas.  It was shit.  It froze during the initial setup.  I returned it and got a Chromebook instead.  it works great for what she needs.
