The League has shown just how seriously it takes bribery and cheating.

Any team in the 2015 season that doesn't buy a few refs, game the balls for the QB, and engage in general disregard for regulations is just plain stupid.

Pete Carroll wasn't a shining example of a clean coach in college. I doubt going to the NFL made him do a complete turnaround.
