What is the significance of the yellow arm band on the guy?

Crowd was told to back off, they failed to comply. They got sprayed. Play stupid prizes and all that.

I don't know the circumstances (was it a lawful escalation of force), but since this is GD lack of information won't stop me from have a strongly held opinion.
