I have a flow rate of 40gpm@60psi. What I am wanting to know is how many and what size hole you can drill in a 10ft section of 1.5'' pipe to maintain full flow and psi.

No holes. Once you perforate, both psi and flow will decrease downstream. The amounts will depend on the size of the hole....but they will not be the same as before the hole.

Not a plumber....but I play one on TV.

What if I reduced the hole size down the length of pipe?
Do the opposite. As the pressure falls you will need larger holes to get the same volume.

If 60 psi is maintained - then the flow rate remains the same provided the exit area is the same.

example: Two .75" inch holes ( no matter where they are located on the 10' section ).

Plumber here. First question: What the hell.  Second question: Do you think the average roto rooter could answer this?  Call an engineer.

Fireal tho.  If you alter the pipe, by drilling a hole, then the effects would be measurable downstream, however minute.  

Just what are you doing?
