Just some specialty tool for capturing something.  Made for a specific job.  There are millions of different tools mfgd to do particular jobs.

So, I Googled the manufacturer and model number and saw a garagejournal.com post about it. I thought well shit, what luck maybe this will help. Clicked on it to see you posted the thread and still no one knew what it was.

Plug pliers.

So you can touch both the hot and ground receptacle plugins at the same time.

Perfectly safe, but you have to grip them really tight to get those stubborn plugs out.

eta:  I've seen some pics of the same plugs with ridges, which would make it possible.  I would have to guess the tool is at least 40-50 years old, maybe older, so who knows how many variations of plugs (and tools) have come and gone...

Just did a little measuring.  OAL of the pliers is 5 5/8".  Closed, the distance between the jaws is 9/16", and open, they are 2 1/2" apart.  The recessed portion in the jaws is 3/8x3/8", and is curved.

Come to thing of it, none of the tools I can think of are mysterious.  Biden, Pelosi, Schumer. Kerry, Gore, just plain ol' tools.
