Recently bid on and won a used laptop. Shipping was steep at $35 or so but it was for priority mail and the final price was reasonable for what I was getting so I didn't mind.
It was marked as shipped Tuesday with no tracking number but was supposed to arrive by Thursday, waited until today to open a case. Seller responded with a tracking number for UPS ground. Checked the seller's feedback, looks like they've done this a few times to others. Question is: I saw where a few people mentioned in their feedback that they received partial refunds. I didn't know this was possible, and if so how do I go about getting it? |

Figure up how much time it will take to get a partial refund on $35, then figure what your time is worth, then find the difference. If profitable, start bitching. If a loss, take your lumps and learn to check feedback before bidding. |

If you are unhappy with the product but want to keep it, you can negotiate a partial refund.
I sold a laptop once on eBay. A corner of the unit was chipped in shipping and I offered a $50 refund to the buyer. The seller has to initiate it but you did good by opening a case |

But to advertise and charge for priority/air shipping and then ship it ground is a shitty way to do business in my opinion. Their feedback is about 98% positive, looks like they just like to fuck the occasional customer

I'd wait until I receive it, then file a complaint.
No sense negotiating with the seller first. He chose not to do what he promised. Why does his word matter? Let ebay have a record of it. After you get a partial refund, leave negative feedback. Maybe he'll stop fucking people. I've been on ebay > 10 years and have 100% reputation always. I do what I promise and expect the same in return. |

I would do a little leg work.
figure out how much it would have cost priority mail. how much it cost ups ground. there may or may not be some markup on his part. based on the cost diff on what it really cost and what priority ran, use that as his mark up. remove it from the ups cost and then figure out what he owes you back and ask for it THROUGH ebay messaging. |
