My buddy's story is that the ship he was on was the actual target. He said the charges were specifically designed to break the back of his ship. However, they had engine trouble or something and the Cole ended up in Yemen instead. Then one of the two boats that were supposed to carry out the attack had its own engine trouble. So it sounds like it could've been a lot worse if not for Mr. Murphy. And I might not have met my buddy.
