By me there's a sign in a small towns city hall on the front door: WE DO NOT ACCEPT CHANGE FOR PARKING TICKETS.

I get a chuckle every time I see it.

none of the above. Large ziploc bag with mixture of all of the above change totalling the amount of yuor ticket. That way somebody has to dump it out and not only count but sort it as well.

Pay in a combination of change.  Quarters, dimes, nickels, pennies.  Your exact amount should be $.10 off.  When they call you on it, pull a dime out of your pocket, put it on the counter, and ask for your receipt

You failed to do YOURS correctly by ensuring you had remitted the proper amount into the meter, and/or were back out in time.  if you're that pissed about her demeanor then make an ACTUAL Complaint with the agency..but dont try to play BS games with the clerk in the office who had jack shit to do with issuing the summons, or Parking the car.   I've gotten meter tickets in my POV in my Town while I was IN Court because i underestimated the time id need...i walked back into the court and paid the summons..... MY fault for not checking my time and putting an extra quarter in the meter

Nope, I read and comprehended it just fine.

The postal worker didn't do his job to your satisfaction, and the meter maid had a bad attitude... so you think it appropriate and/or amusing to consider paying in such a way as to make life more difficult for a third public employee who had (as pointed out above) exactly SQUAT to do with either of those other employees or situations.  Why you were at the PO is irrelevant in terms of the violation and fine, the salient point is that you stayed parked longer than the time you had on the meter (as you freely admit).

What exactly did I miss from the OP, again?

(1) Pay the fine like any normal person who violated the time limit should/would, (2) file a complaint about the postal worker, and (3) file a complaint about the meter maid -- entirely appropriate responses in all three situations IMO, and far more logical than what you proposed above.

My town has a big electric powered change counting machine. It's used to sort and count parking meter change. I've seen people pay in change and seconds later it is totaled and separated. No drama involved no matter how it gets paid.

Yes. Honestly, my disgust with PA is likely causing me to be more irritated than I should. I can't wait to leave this cesspool---maybe the western half of the state is better, but the eastern half is a magnificent piece of shit.

Send a check for .10 cents more than the fine.  That way they have cut a check and pay postage to give you a refund.

At least it's not like what they do by where I work -- $15 ticket and $45 "processing fee".  I think they do that to avoid "profit sharing" with the state...

In either case, I'll pay via CC online. As much as I'd like to get my money's worth, my time is better spent elsewhere.

I fail to see how the "figure out how much time you will need" system works and it seems like a fucking racket to me.  But then again the denizens of GD probably have future predicting devices on the end of their 14" schlongs  so they never have to worry about running out the meter while parking their Mclaren F1 while waiting on their supermodel GF, so all other peons should "man up" and just "pay the ticket"

You are helping lower the U.S. debt by using dollar coins.  The bit of profit the treasury makes on the coins is mandated to go to pay down the debt.   Dollar coins give the treasury the most profit.
