So, I live in an apartment with an enclosed stairwell, it is protected from the elements and leads to two apartment doors that face each other, nothing else. Unless you are a tenant of one of those apartments, you really have no reason to open this door. Anyway, twice now, I have come home after work and found/smelled a puddle of piss on the short hardwood floor area at the bottom of the stairs.

If I catch this animal in the act, regardless of leg-count, is it acceptable pepper spray them in the dick?

Djibouti has the same problems as apartments in harlem and the bronx. Interesting.

Why don't you talk to the people in the other apartment, and the landlord,
and put a lock on the door at the bottom of the stairs??

Yes on the pepper spray. Also a good hard swat on the ass, and rub their nose in the piss afterwards.
If it's a dog I'd take the same approach.

has no provision for a lock, and nobody lives next door...

Considering a game camera. I have a suspicion that it's this little shit that lives a few doors down. problem is that then, I have a picture of a little kid's junk as my evidence if im right, which is obviously bad.

it has a handle, no latch. it isn't a security door in any way, it's just there to keep the rain out, really.

Complain to the landlord.  He/She created this problem by not having a lock on the door.
