We've all heard booing.  It's still a pretty standard way of showing disapproval.
I've only heard hissing once in my lifetime.  Though I will say, that when I did hear it, it was withering to the target of the hissing.
Why don't we hiss anymore?  It's pretty effective.
My one and only hissing experience (it's my hissing CSB):
I was in law school and went to evening division. I had a female Arnold Horshak classmate who always responded to questions from the professor with "emotional" responses, opinions and pleas for "fairness". It went on for years.  She was impervious to eye rolling, the death ray stare and audible groaning from her classmates. After years of this nonsense it was the last few weeks of final semester in Law School.  She was called on and gave an emotional, non analytical response that sounded like a first semester law student.  An entire row cut loose with HISSSSSSSSSSSSSSSSSSSS!
It was pretty effective. I rejoiced on the inside.
Hissssssss!    





Why don't we do this more often?

ETA:  Oh yeah, I was at a Continuing education class today.  Saw her for this first time since 2002.   She didn't ask any questions from the presenter.

My dag responds to hissing.
When I hiss he stops whatever he is doing and waits for me to signal to him what I want him to do. (Handsign)

As to the OP's question, I still hiss but folks look at me funny.
Reminds them of the P.I. I guess.

same sound as pronouncing "S" so I'll say front of palate/tongue.  It sounds particularly scornful.





We should encourage more of it.

I hiss and point at my maniac mutt when he goes on a barking binge.  It usually quiets him down for a little bit, although he does grumble under his breath at me and then he gets the "don't you backtalk me" routine.
