Each nation is free to make their own laws in whatever form of government they have. For example, if I take my AR across our Southern border to Mexico, I will have a really bad day (California as well). I recognize this and do not take it to such places.

Russia has laws which their country passed against PDAs between same-sex couples. (For this topic I am making no mention whether LGBT is moral or immoral. That is not the point.)

Isn't it the duty of foreigners to respect the laws of a sovereign country just as I would whether I agree or disagree with them?

Sovereignty only matters if you can militarily deter anyone who attempts to tell you what to do...
