Fifteen years ago I used to play sandlot baseball with the local kids. If I had a problem I'd just mumble something and they'd take care of it.

Nowadays every so often one of the kids I played baseball with will see me out on the porch and stop by with a beer. Some of them are pushing 30 and we laugh like hell about the time I belted a homer through the neighborhood grouch's window and ran like hell with the rest of them.

I was in my mid to late 40s when that happened and the kids never ratted me out. Some took some pretty serious heat over that.

The other thing is that they told everyone I was out of town on the day someone mysteriously put piles of slingshots, bags of marbles and firecrackers at a couple of bus stops.

Let us know how your speeder fares.
Many years ago when I lived in the burbs we had a neighbors who was the local speeder.
Another neighbor was pretty upset and one day tossed a driveshaft through the speeder's windshield, killing him.

I was one of those kids in my neighborhood. Two of us still live here. I own my house and my buddy down the street lives in the other half of his parents house. We have basically helped anyone with anything at any time. We were the ones who looked after the old folks and made sure they were ok in storms, power outages and such. Now newcomers who move in and think they own the damn street. I have a women catty corner who calls the police on me multiple times a year.  She had yet to actually call them for any real illegal activity

Changing the brakes on my truck ( in my driveway) mid day on a week day.. police
Having two registered and insured 1947 ford trucks in my driveway under covers.... police
Loading the race car into the trailer on a Thursday afternoon about 1pm... police
Fireworks going off anywhere in a 5 mile radius..... police
bbq with 10-12 people in my back yard (4 of which live here).... police
Generator running in my garage through a legit exhaust system so its super quiet....... POLICE!  But not because of the sound. Because we had lights and she didn't

Oh and she is a lesbian with a baby to boot and her "partner" dresses like a dude.

Our neighborhood used to be one of those places where you would hear a parent tell a kid. " You stole a XXX out of her garden and she sprayed you with a hose and chased you away? She should have put you over her knee! She has permission to do that you know!" Followed by a good smack in the head, a walk of shame apology along with an agreement to be a slave (pulling weeds, cutting grass, shoveling snow or what have you)

I miss those old folks

There is a motor vehicle code we are expected to adhere to in Western Pennsylvania?

I would have never thought there could be one from my experience observing the driving habits of the common Yinzer (and having my right of way violated nearly fifty percent of the time at intersections and being rear ended twice while actually coming to a stop where required by law) for the past seven years

While not 100%, it is about 99.9% that he's simply going to get a pretty good ticket out of the deal. Local LEOs in PA don't get to use radar often so speed is sometimes hard to prove in court.

My guess is that they will nail him for one or more of the 'unsafe operations' laws and likely a Stop sign violation if he doesn't stop dead which he doesn't.

Incidentally a lot of folks don't realize that cops often protect society from itself because without them there would be a lot more incidents like thrown drive shafts.

Incidentally, citizens have to do their part, too.

Many years ago I was driving a cab in Alaska and during a blizzard some jerk whipped past me and almost put me in the ditch. There was an AK trooper behind him and he pulled him over. The posted speed limit was 50 and he was going every bit of that.

Apparently he was arguing with the cop about how he wasn't speeding even though it was glassy as hell.

A couple of minutes later the cab's radio went off and it was some kind of patch-through. and it was the trooper. He asked me if I was willing to go to court as a witness for unsafe operation or something along those lines. I said I was and he thanked me and hung up.

I imagine that the trooper had the guy sitting next to him in the car when he made the call and I can just picture him caving in, but I can't be sure.

Still, the truth is the people get the kind of police force they demand and deserve.

Outside of the city it is the OPPOSITE. It is full of mass stupidity of excessive politeness of giving the right of way to someone else. I have been in instances at 4 way stops where I simply set the brake and let everyone sort things out because some jerk doesn't take his right of way and passes onto someone else thinking he's being polite. That person passes the right of way onto the next guy who has to write a letter to Miss Manners to find out what to do.

The other thing is that there are idiots there that on a 2 lane blacktop highway posted at 55 they will come to a screeching fucking halt just to let someone sitting at a stop sign on a side road out.

When it is my right of way, I simply take it.
