is there a task manager out there that will actually keep apps turned off that you specify? Every one that I have tried will turn off apps that I choose. But I check back even 1 min later and some are back on.

Process explorer from sysinternals. You may be running into services that are set to auto start. With process explorer you can just set them to "suspend"
