My Payne heat pump blower works on the heat cycle but doesn't run during the cool cycle.

Only one fan relay. All wires look good and the thermostat is brand new.

Any ideas?

Do you mean on the outdoor condensing unit? have you checked the capacitor? any relays or contacts with spring bugs looking for a good home?

Check to see that your heat pump compressor is actually engaging in heat mode. It might just be your electric or gas back up heat kicking in. (and not the compressor)

Otherwise, if the heat pump compressor DOES engage and run in heat mode, it will either be an incorrectly wired new thermostat or failed heat pump reversing valve, they typically default fail to heat mode.

Interior unit. I run the heat and the fan blows and when I pull the wires from the relay it stops. I repeat the process on the cool cycle and it doesn;t run.

It ran the same with the old stat. The new stat is a Honeywell and I marked the wires when I took them off the old stat and wired the new one as indicated.

Honeywell stat 5-1-1 Compatible with heating and cooling plus heat pumps. Switch inside set.

Did you set the stat for 2-heat 1-cool?  They default to 1-heat 1-cool.  Read the installers instructions.

So this is a new thermostat "installed" and AC isn't working but does/did it work with the old one? when was it replaced? and by whom?

I installed this thermostat today and wired it like the one it replaced that has been there for 10 years. The blower acts the same no matter which stat is installed. Blows on heat, doesn't blow on cool. I'm no EE but I've wired up stats before, rewired lights and switches, run new wiring.

Is it a Honeywell focus pro t-stat?  

I believe the ones with the yellow lettering on the box are for heat-pumps.  If its white only then its for gas/elec only.

Can you provide pics?

Well....does the heat pump compressor engage in heat mode ...or doesn't it?

That would help us figure out where to look for the problem.

Update: Thermostat is correct for the unit. Problem was bad IC chip on PCB containing fan relay.
