1-4x32 for example, would mean a scope with magnification adjustable from 1 through 4 times and an objective lens (front) lens is 32mm diameter.

If the first scope is European, then 1,1 is the same as 1.1 in the US, so that scope has just a bit of magnification at its lowest setting.

A true 1x should look as if there is no magnification at all. I assume a1.1 will llook like the slightest of magnification.
