Where do I start?  Well first you must have missed the numerous posts from site staff , and the owner about pestering people about memberships.
Second, I can't afford it....things like medication, food, gas, take a little more priority with my meager salary. Third, this is thread for ideas, so if you don't have anything worth saying....then don't say anything.

I use Dolphin browser in desktop mode, full site it works fine. What would a app do?

Frankly, I don't see the need. For the most part, I hate mobile versions of websites. I use the full site on both my tablet and phone (Android), and they work just fine.
My only beef is that I get different text sizes on the topics list and in a tread when I do the double tap zoom.

IMO apps like Proboards, and Tapatalk and alot easier to browse on phones.

I think an app would be cool, but I see no reason for one really. Just open up Arfcom to the page you want (I have mine on my boards) on Safari and add it to the Home Screen.

I just use the full website on my tablet and smartphone. I don't like the mobile version of websites either.
