Clearly these "large capacity liquid containment devices" need to be banned by State law. Owners of gallon containers will be permitted to keep them provided that they do not fill them with more than one quart of liquid. Additionally, these large capacity liquid containment devices will need to be registered with the State every five years.

I've seen one video with the caption "we bought a LOT of milk that day". People will do bizarre shit and spend money to do it, just for a chance to be seen on the internet.
