That's a terrible way to solve an overcrowded prison problem. ETA: Just turn all the Max Pen facilities into a gladiatorial game show or survival competition (a lethal version of Most Extreme Elimination Challenge). All other facilities should institute policies where education is the primary focus (and virtually only form of rehab) followed by manual labor with luxuries being awarded to individuals who propel.
