Do places like Gander, Bass Pro, or Cabelas deliver and setup safes?  Or are you on your own for getting it moved in?

Ask them. If they do not, a refrigerator dolly and some strong friends are a must.

Delivery is one thing, but what about getting it down a flight of stairs into the basement?

Liberty dealers usually will (for an extra fee) and often times their price is better than the stores.

Most places have one charge for curbside and another for in house setup, usually kinda spendy.

Cabela's delivered mine.  I had to pay a fee, I forgot how much... it was either $50 or $100 I think.

They moved mine into the room I wanted it in.  It was up to me to bolt it down.

+1 From my experience a local dealer will give the best personal care in delivery and placement.

Find a rental place that has stair climbing hand trucks.

I know Cabelas will give you the contact number of someone who does the delivery/setup.  Many times there are flyers/cards next to the safes.
