| Instead of having a universal background check what if you were required to have a CCW. If you can pass a background check it shouldnt be hard to get your CCW. This would cover both parties during a transaction and would not require you to do a FFL transfer. The only records kept are your own transactions. Just a thought. |

You probably should not have used the phrase "required to have a CCW" if you didn't want to appear to be limiting rights to only those that met a personal requirement that is a de facto registration.
