I know how to get obscure characters (like en and em dashes) on a computer with a full keyboard that has a number pad.

But how do I type a code like "ALT" + "0151" on keyboards without number pads?

I don't think you can, but you can use charmap and copy it.  Go to the start menu, click run and type in charmap and hit enter.  Not a direct answer, but like I said I don't think you can without a number pad.

Laptops that don't have separate numpads usually have a function key that will turn some of the letter keys into a numpad.  I think it's usually the keys on the right hand side of the keyboard, like J,K,L,I,O,P, etc.

Would prefer to have a way to do it in-browser or in my word processor. I know character map, but it just takes too long. I have many of these Alt Codes committed to memory.
