I put the IP address into my browser logged in and changed the password.  Now I was expecting my phone to require me to put the new password but it doesn't.  I rebooted the router and my phone and it still connects.  Did I not change the security key?  My end goal is to change the security key.  FWIW when I put the IP address into the browser and log into the router it does work with the new password.

Which password did you change?  The way you describe it ("FWIW when I put the IP address into the browser and log into the router it does work with the new password."), it sounds like you just changed the password to access the router's settings page.

What brand and model of router?
You probably just changed the password of the router and not the password of the wireless.

Try to get back in there if it does not let you than you need to start from scratch and go back  in and change the correct password.

I believe you are right.  How do I change the security key to access my network?

Look for a link to "wireless security" or something similar

Here is where it is on mine,It is probably on the same page to name your network as you see below or on a link you can follow from that page.

1) Open your web browser, i.e. Internet Explorer.

2) In the Address Box at the top of the browser window, type http://192.168.1.1 and then click on Go, or press the Enter key on the keyboard. A window should appear in the center of the screen asking for your User Name and Password.

3) Leave the User Name box blank. Type admin in the Password box, then click on OK, or press the Enter key on the keyboard. If this doesn't work, try your own email address and password XXXXX

4) The Linksys Wireless Router Setup page should appear.

5) Click on the Wireless tab.

6) Click on Wireless Security.

7) Under WEP/WPA Personal Key, your desired passphrase (i.e. the password) should be listed - you may use this, or change it to a new password XXXXX

Since you may have changed the router access password, adjust the above as needed.

ETA: beat with a picture.
