speedtest.net tells me I am getting the 30mbps I am paying for, but I get frustrated at the constant buffering of video streming sites like Youtube, Liveleaks etc.

Anyone know of any good diagnostic tools that will tell me whether it is my machine (unlikely), my ISP throttling/prioritising video streaming or the site itself that is causing the slowdown?

If you torrent, it's possible you need to go to your pc and choke down the upload bandwidth - might have had a demand spike on something
