So a bunch of bars in this city (known for it's bars and music, and supported by tourism,) have their city permit for beer and wine, their state permit for beer and wine, their federal tax stamp for beer and wine, their city permit for liquor, their state permit for liquor, their federal tax stamp for liquor, their city permit for cigarettes, their state permit for cigarettes, their federal permit for cigarettes, their city license as a business, their state occupational license, their state sales tax form, their city sales tax approval, their state fire marshall permit, their city fire department inspection and permit, their state video poker permit, and their city property tax compliance (businesses in this city have to pay property tax annually on everything––-inventory, furniture, appliances, everything,) and now, as if all that wasn't ridiculous and over the top enough, they are now, in a crackdown by code enforcement, being fined and shut down because though they have been playing music for years or decades, they don't have music permits.

I suspect if the founding fathers could look at today's news, they would fire off a quick note of apology to George III and try to explain the Declaration off as a poorly timed April Fool's joke.

And I am leaving out countless other crap a business has to deal with, like OSHA, IRS, EPA, state DEQ, EEOC, ADA, DHS, Obamacare, HHS in general, etc., etc., etc.

I honestly have zero idea why anyone in the country would ever want to start a business anymore.

A guy I deployed with was the manager of a large local restaurant and the owners right hand man, he explained a lot of this stuff to me in extreme detail and it sounds sooo horrible.

OP, failed to mention employment privilege tax ( a tax business owners get per head, for hiring folk), unemployment tax, equipment tax,( a tax business owners have to pay on the equipment they own) use tax,( a tax business owners pay for using the shit they own) disposable goods tax (straws, to go boxes, etc.,) amusement tax,(if a business owner has a pac-man machine or pool table) cabaret licensee,( if you have live music) the fucking list goes on and on.

Been there done that, 20+ years had my own businesses. Never again. the .gov is a nearly 47% partner by my latest calculations.

It can not, last much longer, you are right about that. BUT, are you really fed up?

Ya, pretty much man. Was almost 10k in the end just to get my LQ licensee. I knew then, but moved ahead anyway.

I don't think so.  I think that government in general just wants more and more money, combined with all the well intentioned do-gooders and nanny state statist assholes, and this leads us to this sort of crap.  I honestly think they/we have no idea that this is bad.  And by "we" I mean society as a whole, as even the supposedly watching media no longer does anything more than cheerlead for the government.

Heck, the city and state's new crackdown on underage drinking here is longer based on sending a kid into a bar to order booze––-the current tactic is to send a 35 year old or so into the bar with proper I.D., accompanied by someone who looks underage and who fumbles for I.D., "can't find it," and who then runs into the interior of the bar and stands in front of the video poker.  No shit.  Then if the bartender doesn't leave the bar and chase the kid down, the bar gets a citation with a huge fine, and gets put on probation.

Yup, and then some. The first fine is not too bad, but the second? Fuck man better have them whores sucking cock overtime to pay for that shit. The .gov is nothing more than criminal at this point.
At least the Italians and Greeks have some fucking honor. It is not about the money per say. It is about the control. Make sure you know who the local sheriff and his boys are, over serve them, for cheap. Free Wodka if you have to.
