The U.S. government is teaming up with Mexico in order to expand the food stamps programme to more Latino communities, it has been revealed.The controversial partnership could encourage immigrants who are unable to support themselves to move north of the border, according to a leading senator. And it also raises questions about the racial element of federal welfare programmes, with government aid being explicitly directed at certain ethnic groups.
