A guy with an Idaho CWL (which is tied to his DL) got stopped out of State, would that States cop be able to see that he had a CWL?

I would think yes, seeing as how its tied to the DL.

I know that Idaho cops can, but do other States have access to that information?

I have used an Idaho CWP outside of Idaho since 2003. The couple times I have been pulled over (Virginia, and IIRC Indiana) they saw I had a CWP when they ran my drivers license.

ETA It might depend on if that state has a reciprocrocity agreement with Idaho.  Some states mandate that for such an agreement they have computer access to see that you have a CWP.

Good info.

What about States with no reciprocity?

I know when I run people in NCIC it shows if the person has a CCDW, so if the officer or their dispatch run your name it show show up.

In Arizona, CCW used to be linked to DL, but they got rid of that years ago...
