Can I send lead and copper bullets via mail? No powder, primer, or possibility of detonation. Just the loose bullets and some loose, unprimed cases?

Call them paper weights?

Perfectly fine to go USPS. You don't have to declare any of that.

I believe primers, whether loose or in casings, gunpowder and live cartridges need ORM-D stickers and have to be declared. No USPS for that.
