I sold a rifle on EE and went to ship it out today. I look on the Post office website and see that as long as it is I am not shipping a Pistol or a SBR I can ship it via USPS. I check on ATF site and they say I can ship person to person if in the same state (Still, I am shipping to a FFL). I go to the post office, inform them I am shipping a fire arm to a FFL, no ammo is with package and they say I can't ship it. Only FFL's can ship weapons. I pull up there website on my phone and show them there regualtions and the lady at the front desk goes and gets the Postmaster. He comes out, reads there reg's and says "Yep, I see that the regs say you can, but I wont allow you to ship it from my post office"

ARRRRRRGGGGGHHHHHHHH!!!!!!!!!!!

SO now I have to drive 20 miles to the UPS facility to ship it or pay my LGS 30 bucks for the transfer plus shipping....

I always use UPS to ship guns.  Would not want to deal with USPS if the gun was lost or stolen.  It is worth paying a little bit more for that level of security.

I shipped a rifle recently.  I asked the clerk on a previous visit what I needed to do.  He said just package it like a normal package and don't write anything on the outside that indicates what is inside.  Fill out the insurance form and list a rifle and the value.  I did and it shipped no problem.  Maybe it depends on the clerk.  In any event, you were right and they were very wrong.

It's a postal regulation. Not a gun law.

I lost this sort of argument with the USPS about unloaded standard capacity pistol magazines. They even said that if they were rifle mags I would be GTG.

So I went over to the self-serve kiosk and shipped them that way.

As one who has gone round and round with the post office, forget it. Save yourself the time, trouble and indigestion and just go to UPS or Fedex and be done with it.

You are right and they are wrong, but the local postmaster rules. You are dealing with .gov at its worst.

USPS sucks mostly. I hate dealing with the employees and use the automated postal center when possible. I guess if you're shipping a rifle then that complicates things a bit.

It sure makes you wonder how it's even possible at all given the federal statutes which prohibit firearms in government buildings of which the post office is one.

No. Not so much.  But these are the little battles I enjoy fighting.  I had a little hand in OH's law change to allow CCW in restaurants that serve alcohol.  I do have a family friend in an upper level of the USPS (beyond a local store postmaster).  I'd like to pass this along to him.

UPS is the only place I'll use for gun shipment.  They are far more reliable and responsible.  I have had too many cards with $, stolen from the USPS that I won't even ship them without putting them in a large priority envelope with delivery confirmation.

this is why when the post office whines about budgets, costs, lack of business, etc. no one fucking cares.  Shitty service for so long makes people just not give a damn about your problems assholes.

let them wither on the vine, and lay off every fucking one of them.  Somehow the nation will cope without people lugging sacks of junk mail around neighborhoods on a daily basis.

I've had no problems shipping rifles through USPS. You certainly do NOT need to ship it from an FFL holder.
Now, UPS has given me shit in the past, refusing to ship a rifle.

File an official complaint with the Postmaster General.

For an employee to ADMIT that it's something he is REQUIRED to ship, and then refusing to do so - would seem to be a serious problem.  What else can he refuse to do?  Sell stamps?  Deliver your mail.

Seriously - please follow up on this.  Ultimately, you should demand that the asshole be forced to apologize to you.

USPS usually doesn't ask me what I'm shipping, and I don't tell them. Have shipped long guns just fine this way. The last thing I want is some USPS scum knowing it's a firearm.

http://www.atf.gov/firearms/faq/unlicensed-persons.html#shipping-firearms-usps

Q: May a nonlicensee ship a firearm through the U.S. Postal Service?
A nonlicensee may not transfer a firearm to a non-licensed resident of another State. A nonlicensee may mail a shotgun or rifle to a resident of his or her own State or to a licensee in any State. The Postal Service recommends that long guns be sent by registered mail and that no marking of any kind which would indicate the nature of the contents be placed on the outside of any parcel containing firearms. Handguns are not mailable. A common or contract carrier must be used to ship a handgun.

[18 U.S.C. 1715, 922(a)(3), 922(a)(5) and 922 (a)(2)(A)]

http://pe.usps.com/text/pub52/pub52c4_009.htm

Although unloaded rifles and shotguns not precluded by 11.1.1e and 11.1.2 are mailable, mailers must comply with the Gun Control Act of 1968, Public Law 90-618, 18 USC 921, et seq., and the rules and regulations promulgated thereunder, 27 CFR 178, as well as state and local laws. The mailer may be required by the USPS to establish, by opening the parcel or by written certification, that the gun is unloaded and not precluded by 11.1.1e.

I plan on giving him copies of the above. First one from ATF the second from the Postal Service. I may be banging my head against the wall but.... I need to try.

Luckily I have a friend that has an FFL and shipped the item for me, It was just out of the way on my one day off this week... Something that should have taken 10 minutes now took almost 2 hours.

ETA: I was going to ship UPS, but apperantly the "UPS Store" cannot except fire arms and I would have to have driven to another County to get to a UPS Hub....
