My new LCD monitor has a weird "TV static" effect (best way to describe it) on white areas if I view it at an angle.

Have you tried replacing your coaxial cable?
Real answer: No way to tell without a video or something. Have you tried different video sources or different cables?

Most cheaper monitors lack viewing angles of older lcd's and crts. On the plus side a wall wart power supply is about as cheap as ordering parts for a board and easier to replace
