GARY | A Gary man was arrested on weapons violations Tuesday afternoon after a riding on a Gary bus, then walking on the street with a gun hanging around his neck like a pendant on a necklace, police said. According to Cpl. Gabrielle King, at 2:40 p.m., a bus driver called police and said a man just got off her bus in the 3500 block of Pearce Street with a gun in plain site hanging around his neck. The man had a receipt for the gun, but no license. It must have been for the "coolness" factor

If I recall correctly, and I'm sure someone from there will chime in shortly, a license to carry in Indiana is just that, a license to carry. If you have such a license you may carry openly or concealed. |

There is a statute which regulates handguns. If one has a license to carry a handgun, one may carry it either openly or concealed. If one does not have such a license, the manner in which one may transport it in a vehicle is specified by statute. Wearing it around one's neck is not one of the allowed methods. ETA: Indiana has been a "shall issue" state for a very long time. Anyone without a disqualifying conviction can get a license by applying. |

Some people believe that requiring a person who does not have such a license to transport a pistol in a specified manner is a violation of their rights. I won't involve myself in that debate. I will just observe that I am not aware of a decision by a court which has invalidated the Indiana laws on handguns since those laws were made more lenient last year and state that I think it is unlikely that any court will declare those laws to violate anyone's rights. |

Our permit does not specify open or concealed. If he had a receipt, just purchased it, and was on his way home wth it, they may have fucked up. You are allowed to transport it to your home from the store, or vice versa. Just not sure of the neck thing. Posted Via AR15.Com Mobile |

Don't hang a pistol around your neck as a method of transport if you lack a license to carry a handgun. The Indiana General Assembly did not approve that. |

While it does seem like it would be very easy to go get a permit and this guy should definitely have looked up the law first before just deciding to open carry I do still believe his 2nd amendment right was violated. He was arrested for carrying a gun in the U.S. that in it self is unconstitutional. |

I would never carry around my neck, but Stellar rigs kydex pocket holsters are fantastic. I carry one just about every day. I think firearm neck holsters, especially the ones that orient the pistol vertically so the muzzle is pointing at your chin are and should come with a I'M STUPID sign.
