A lot more fighter or attack jets than F-15s use drop tanks to carry extra fuel.  Like pretty much all of them can.

Its tough to tell from the angle of the pic, but the tanks look more like F-16 externals.  It looks like the aft end of the tank is flat (not pointed) and you can see a small fin on the side.  The 600 gallon tanks F-15s carry are pointed on both ends and do not have side fins on the aft end.

I have not idea what the inhalation hazard placards are all about.

Maybe some of that GSE is for purging or charging a hydrazine EAPU? But then I would expect to see a flammability tag as well.
