I have heard that the legislation that banned the high cap mags is going to expire in 2004 unless it is signed by the president. Has anyone else heard of this. Is it true or internet hoax?

This is "supposed to" happen in the way you describe. We shall wait and see.[:\]

Basically, the way I understand, The Crime control act of 1994 sunsets (expires) 10 years from enactment. Congress would have to vote on an extension, pass the bill, and the president would have to sign it. It is very likely that it will NOT expire. [:(] Milldude

That is correct, it is supposed to sunset 10 years after enactment, supposedly so that they can just let it expire if it hasn't done any good. However, the chances of it being allowed to expire in an election year are slim to none.
