Why do they let it run for a couple seconds after a play that should stop the clock?



Example:

The Chiefs just attempted a field goal and recovered the blocked kick. At the point the recovering player "declared himself down" there were 2 seconds on the clock; when a defender touched him there was quite obviously 1 second left. They should have had another opportunity to attempt the field goal. (or get it blocked again).



If they put so much emphasis on splitting hairs with instant replay and they say it's "a game of inches" or whatever, a game-winning field goal seems like a really important play to get right. Why do they let the clock keep running?
