I want to teach my sons how to shoot. So I am looking for a lesson plan, basic book / pamphlet on rules of firearm handling, anything like that.

I would prefer to have some sort of format to follow to make sure everything important is covered rather than simply wing it.

I checked the NRA website, but was very shocked and disappointed to find nothing there.

ETA: I would prefer something in PDF that I can just print out.

Find an NRA Instructor in your area and have them teach your kids for you.  Not only do they have access to NRA training publications that non-certified personnel can't purchase, they don't have an emotional attachment to your children, which can sometimes hinder teaching.  (Trust me on that.  I am an NRA certified pistol instructor, but when I went to teach my son to shoot, it was difficult for me to get through to him.)  Kids will often ignore their parents much more readily than they will a new person who is known only to them as an authority figure and subject matter expert at the subject at hand.

Look here for some basic instruction stuff.
