Blonde_BombShell, For obvious reasons you should always have a weapon immediately available to you at all times. Criminals from the hood don't go around robbing each others homes because they ain't got sh*t to steal, they go to better nieghborhoods where thier criminal acts might pay off. If it is in fact a drug dealer in your complex, then you certainly have something to worry about because drugs and violence go hand in hand. I think you should be cautious and aware of your surroundings, but you seem to be a bit over cautious, reading way too much into what I would say is typical behaivor for many blacks. Many succesful black people in my neighborhood drive the same kind of cars with the loud music and the urban gear, however that alone is not reason to be alarmed, that is just a way of life for them peoples. Stay safe and arm yourself, especially when alone.
