The one nearby says it's to discourage sustained fire because there are houses within hearing distance.  10 is the limit.

I heard it was to keep people from loading up a lot of bullets and shooting them very slowly to prevent other shooters from going down range

To me it is a matter of curtosey you might have 30 guys calling clear to change targets and you always have that one guy who pretends he does not hear every one else.  Part of that is the fact that any one is allowed there so there are a good bit of people out there that could give a damn how many people who want to go downrange.

Because they have too much money and want to limit the amount of business they get.  In secret they are just savvy businessmen.
