I am organizing all of my reloading data and chronograph data into an excel workbook, and I want to include small images of say what the primers looked like, or of the test targets.

So is there a way to put a picture into a cell so I can click on to enlarge, or maybe have a link to a picture in a  folder in my PC?

Just "save picture as" and then paste in your document. . . You can change the size by opening/closing it at the corner.

A MS Access database would have been cooler, but yes, you can insert a picture into a spreadsheet cell.

But I dont want it to be visible, if you know what I mean. I want to keep the rows in order and when I want to look at the target I can click on it to enlarge.

As mentioned above, hyperlinks are your friends.  Just create a link to an image (locally on your hard drive or out on the net).

Hyperlinks will work fine if the data is just for you.  If you plan on sharing/sending the data to anyone else I would create additional pages within the document that hold the images.  Your links on the main page would just link to the subsequent pages and everything stays within Excel without a external image viewer.
