I have a friend who's property taxes are based on a value that is $75,000 more than comparables in the neighborhood.  How do you go about getting the assesed value reduced?

Give the city appraiser a few bucks.

The process varies by county.  Ours is listed on the county web site.  Usually you only have a few weeks to contest it once the assessments are mailed out to property owners.

in Texas you'd have to go to the appraisal office.  bring paper work showing the assessment of other houses in the neighborhood (public info you can find on the appraisal web site) and wait and wait and wait,  and be prepared to appeal the decision.

Where are you getting the values? They don't go by recent sales most of the time, the other properties may be getting taxed at a higher value also.

Check the website for appeals process.  My understanding is that it's pretty difficult to appeal taxes of residence because if they do over charge you, it won't be by much since they would have many folks appealing.  I mean they typically would gouge a whole neighborhood for a small amount each, not an individual for a large amount.

On business it's different though.  We appealed all of our hotels and restaurants about 18 months ago.  We just received a check back from one county (yes it takes that long, you pay the tax and then wait.)

We hired an attorney that works on a contingency for this.  Actually he's not a full fledged attorney so we only have to give him like 20%.

Did you have any recent additions to your house?  That may have triggered it.
