What's it called when a highway patrolman swerves from the inside lane to the outside lane to stop the entire freeway? I thought that maneuver had a name.

It's sometimes known as the "Stop the highway traffic" maneuver.  Other than that, it doesn't really have a name, just a purpose.

Never heard of a name for that, or that move in general.  

Busting a fast U-turn is "whip a bitch" on someone.  Never understood the name for that one but it's common around here.

Weird this came up.
I was in 2 this week on I17 North. One so they could clear some furniture that fell off a truck and never saw why on the 2nd one, maybe to slow traffic down. I drive quite a bit and see it every once in a great while.

I believe a rolling roadblock is when traffic on a road is slowed by police escort, but not stopped fully.
