Can you hook up cable TV to an LCD monitor without any PC involved ? Or is this electronically impossible ?

This.

What outputs are on the cable box and what inputs are on the monitor?

You will need a cable box, as the monitor has no tuner.

Speakers are an issue as well, if the monitor doesn't have built in speakers (and if it does, are they driven via the HDMI connection?), you will need a set of speakers that will work from line level RCA inputs.

What model cable box are you dealing with?

Cable box is Scientific Atlanta Explorer 4250 HDC.
Monitor is Acer 19". I have not investigated the input/output connections thus far.

The box is HDMI equipped, if your monitors has an HDMI port then you should be good to go.

He could use the audio out from the component connectors unless the hdmi disables them.

Using HDMI does not kill the analog audio outputs on that model.
Hooked up a set of wireless headphones for a client using them the other day.
Some monitors do have internal speakers and/or a line level audio out but most do not. Normally the input and output are mini jacks (headphone style jack) so a mini to L-R audio adapter would be needed to send the audio to an amplifier.
Component video to VGA adapters do exist too. Got a couple around here somewhere.\

ETA: They (component video adapters) are made by a company called Audio Authority.

Monitor has VGA, DVI-D and Audio in only. That's a big limitation.

HDMI to DVI adapter or cable. Most electronics stores have them. You may run into HDCP issues or might have to knock the resolution of the cable box down to 480i or 480p for it to work. Not all that noticeable on a small PC monitor IMO.

HDMI to DVI cables are available and not particularly expensive.
