That's telling you how far away and how big historical quakes have been.

The better graph to use is the Graphical Projection, pick Fine Angle, Fine Distance assumptions on the initial page after you have moved the map pointer to where you want..

Here is one for the area near New Madrid:



You can see the (Miss & Ohio) Rivers, where the historical quakes have occurred, how big they are and fault lines in the area.
