So, I had to buy a new Dremel (my cordless one died) to work on my plane, I got the 4000.  Question is, do you have to hang it to use the flex shaft?  Or can I lay it on something, just asking before I rig up some white trashy hanger in my dining area.

You can lay it down, but its much easier to use if you simply hang it.

It's for a plane build.

Yeah this, especially if you need to turn it off quickly

I just make a hanger out of a.... well, a hanger.

Any metal clothes hanger will make for a pretty good S hook, even if it's a plastic bodied hanger.

Also, don't lay it in your lap, you need those cooling vents clear.

The instructions for mine said you can use it for engraving too, I'm thinking about something like this;

But then I'll need to get a soldering iron won't I?

First reply rule nails it...

Aside from cooling issues, it makes the flex shaft easier to manipulate (some retard is going to have fun with that )

If it's laying down, it will rock/bounce because of windup in the shaft.  Hanging it up means it just twists in the wind instead.  No drama results.
