So I just got a android phone, is the GPS ALWAYS running on these phones? Or does GPS only run when you have an application open that utilizes the GPS?

You can shut it off. There is a widget in there somewhere.

To answer the main question, GPS only runs when an app requires it.
If you use the power control widget to manually disable it, it never runs.
