We've recently seen reports that sheriff's in Arizona have lost control over sections of their counties that have been taken over by the drug cartels or other forms of lawlessness.

Does the governor have the authority to mobilize National Guard combat tropps and engage these thugs, regaining control over these areas?

Yes, she has call out power. Three things:

1. If the troops are injured they do not get VA disability or medical care.

2. There is some thought that President Obama can order them not to use US equipment. That is why the New Orleans guard uses its own state issue glocks while doing law enforcement in NO. Not having helos and hummers would really hurt.

3. BHO can call up the Guard at any point, since we are currently operating under a national emergency for 9/11, and order them to return to their armory or even to escort the illegals to their destinations.

Hmm...

That could turn into quite the state vs fed urinary competition.

I think one of the biggest points to come from all this mess is that zero has been more than negligent when it comes to matters of national security and sovereignty.

I think in a Brewer vs Obama showdown, the majority of the country would stand behind Brewer.

If she did something like that to reestablish law, order and sovereignty and he shut it down or worse, it would be a PR nightmare for him.
