The ordinance, which Daley urged the City Council to pass, also would : • Limit the number of handguns residents can register to one per month and prohibit residents from having more than one handgun in operating order at any given time. • Require residents in homes with children to keep them in lock boxes or equipped with trigger locks. • Require prospective gun owners to take a four-hour class and one-hour training at a gun range. They would have to leave the city for training because Chicago prohibits new gun ranges and limits the use of existing ranges to police officers. Those restrictions were similar to those in an ordinance passed in Washington, D.C., after the high court struck down its ban two years ago. • Prohibit people from owning a gun if they were convicted of a violent crime, domestic violence or two or more convictions for driving under the influence of alcohol or drugs. Residents convicted of a gun offense would have to register with the police department. • Calls for the police department to maintain a registry of every handgun owner in the city, with the names and addresses to be made available to police officers, firefighters and other emergency responders. Those who already have handguns in the city — which has been illegal since the city's ban was approved 28 years ago — would have 90 days to register those weapons, according to the proposed ordinance. Residents convicted of violating the city's ordinance can face a fine up to $5,000 and be locked up for as long as 90 days for a first offense and a fine of up to $10,000 and as long as six months behind bars for subsequent convictions. |

Daley is operating from a different world. He has a 24/7 CPD XP detail. Additionally, while he argued that "Chicago wouldn't recognize LEOSA" - allegedly due to "difficulty verifying credentials", he (and the Council members) CCW under state statute as "Conservators of the Peace", while actively seeking to deny and further restrict our rights. And it's not only in Chicago, but in the rest of the state, via folks like Eddie Acevedo, a Dhimmocrat puppet and state senator who is on admin leave from CPD and can CCW under LEOSA while continuing to push every anti rights bill Daley vomits up. He's not used to getting his pee-pee slapped. Hell, he's the same guy who bulldozed the runways of an active airport (Meigs field) without even issuing a NOTAM, used 1.46 mil in "air passenger improvement" grants to raze the rest and spent $500k to fight the $33k fine by the FAA.. that he the City got hit with anyway. I suggest a lawsuit on a personal level from everyone who has been a victim of gun violence based on his denial of civil rights under color of the Mayor's office, and I say go after the aldermen as well. As far as South v. Maryland and governmental immunity? Argue that in this case that the conduct was willful and wanton, in blatant disregard of statistical data available at the time that disproved the effectiveness of gun bans and use his snyde comments to prove that there was less than a callous disregard for the public at large... indeed there was a hostility directed at the general public whom he was supposed to be a dutiful servant of. |

The mayor is expected to demand registration of all handguns, mandatory training for gun owners and a limit of one handgun per person. This last novel idea comes from Corporation Counsel Mara Georges, who according to the Associated Press "says the court ruled people can have a gun for protection, but didn't say they're allowed more than one."

This shouldn't surprise anyone. When the Federal AWB was in effect we (most of us) stretched the law as far as we possibly could without violating the letter of the law (neutered variants, t-hole stocks, pinned MBs instead of threads and FHs, fixed "collapsible" stocks, etc.). Now that the shoe is on the other foot, he (and his ilk) will push restrictions just as far as they think they can (and maybe farther) without violating (in their minds, at least) the letter of the USSC decision. (With no regard for the Constitution, as usual.) I think they will fail miserably in the long run and, as bad as I feel for Chicago residents right now, I look forward to laughing at him and his efforts being slapped down over time. |
