Here is my dilemma, I really want a one piece rail but I don't know If I really needed (maybe I just want one) but if I get one which one do I really get.

Do I really need the 20 MOA and how much of a difference is really going to make? I'm not a hunter, I can't really shot more than 250 to 300 yards because down here in South Florida there is really no where that I can shoot longer than that. Maybe in the future if my buddy buys the 20 acres his got in the works

The Howa is a very good value.  Cannot remember if it is a 1-12" or a 1-9" twist.

If 300yds is all you are shooting, then you do not need the 20 MOA Elevated Base.

8-32 is a bit much for hunting.

I have EGW mounts on both of my Howas. They work great.

Keep an eye on that Mueller scope.  I have one that had to be returned because of a soft tube and no tolerance for recoil.

Recoil won't be an issue with .223.
Be very mindful of how tight you crank on the rings.  Mueller recommended using Burris Zee Signature rings.

Yep

With the Weatherby style stock, medium or low mounts would be better, depending on the scope.

The scope has a 1 inch radius (44mm objective) and the rings have a length of 1 inch from bottom of base of bottom of ring so my clearence in the bottom of the objective and top of barrel is only the height of the base +/- .25". The medium rings were sold out and I really wanted to shoot this weeken. I'll order the medium ones but I really hate squeazing my check unto the buttstock.
