Have not watered as much as you suggest... Was told not to as it needs to establish root system.

By the looks of your first pic, if all you did was dig out a 10 inch hole and stuck it in the ground, that could be a reason.

I dug out a hole about three times the size it needed, filled it in with a potting soil type thing, put the tree in and water it every day.

We have a heavy clay in the ground here so I wanted to give the poor tree a chance.

Our Dogwood is almost 5 years in the ground now, looking better every year.

Give yours some water more often and see what happens

Where do you live? Dogwoods tend to like slightly acidic soil.

Needs water. Badly needs water.

You should be watering every two or three days for the first year. That's how you establish a root system.

What's wrong with it?  Clearly, it's dying, that's what!

Looks like dogwood anthracnose . Excess foliage watering will only make it worse .

It's treatable , but for a new planting I'd take it back get something else since
it spreads from tree to tree , so all their Dogwood stock is probably questionable .

Dogwoods aren't fond of direct sun. They live the best under stuff, ie. larger trees.
