At least get an 03 to collect SOME historical rifles. Getting one strictly for discounts is...meh..

There's a forum for that: AR15.com's FFL Discussion Board in the Armory

IIRC they discuss C&R issues there as well as Type 01 stuff.

The biggest aspect of "making it tougher" since the early 90's has been actually simply enforcing the "compliance with local laws" clause that's been in the FFL application since they started it, including having a local business license and being zoned for business.

Thar simple requirement - along with the increase in fees - quickly weede out the significant number of folks who were looking for "cheap guns and ammo" who were not in compliance with those - perhaps because they weren't actually "conducting a business" .

C&R's are meant for individuals. It's the 01's that the ATF has gotten tight-fisted with.



Nothing wrong with getting an 03 just for discounts. But you WILL end up getting milsurps if you have an 03
