perhaps this belongs in the gunsmithing forum but I'll try here. Saw this diamond in the rough today at a fun show. Can anyone explain the theory behind this interesting mod? Does welding the cover to the receiver provide a better lock up? I resisted the urge to give the purveior the $400 he was asking on the spot but may run back tomorrow and pick it up if the hive mind feels this is a one of a kind.

I just bought a Saiga 7.62x39 for 330.00. It was hardly used. There are deals out there.

The scope was probably attached to the dustcover before the welds. Remove cover get POI shift. Weld cover in place.... profit?

I've heard of dust covers popping off of improperly heat treated receivers that were stretching.  Could be a bubba solution for that.

+1 ^   I'm thinking it was welded to prevent the scope from shifting.   ETA:  I see it has a side plate scope mount,  In any case my best guess is that the scope used to be mounted to the dust cover.

How would the scope have been attached to the dust cover? Ive seed dust covers with integrated rail, but the one in the picture doesnt seem to have a rail.

If you can't open it, how do you clean or fix it?

You shouldn't have used an Iphone to take the pic if you wanted the location to be secret. You do know that the exact location you took the pic is stored in your pic, don't you?
